Cable theft
ITANAGAR, Dec 01: The BSNL broadband, landline and leased line customers have been badly affected due to cable theft (2 number of 800 pair underground cables of 15 meters each) occurred at the roadside below civil secretariat. The cable theft got exposed while leveling the trench for drainage construction by the contractors of PWD Highways department yesterday morning, according to BSNL release. Cable line at Bank Tinali has also been uncovered during the drain construction work, the BSNL authority said and requested the PWD department and its contractors to construct the drainage as early as possible wherever cables are uncovered. Informing that restoration work is going on, BSNL SDOT Itanagar said and appealed the customers to bear with them.

BBK welcome eviction drive
ITANAGAR, Dec 01: Bogong Banggo Kebang (BBK) welcomed the recent eviction drive carried out near GTC area by East Siang District Administration.
BBK General Secretary Tagom Padung, supporting the move of the district administration said such movement from the district authority is the long felt demand of the Bogong Banggo Kebang, adding that any person undermining the administration should be dealt with strongly so that no one even dreams of shattering the set of rules governing the society’s peace and tranquility.

Project affected people demand land compensation
ITANAGAR, Dec 01: The Lohit Valley Dam Affected Citizens Forum (LVDACF) has urged the M/s Athena Energy Venture Pvt Ltd, New Delhi to disburse the land compensation to the 1750 MW Demwe Lower project affected people in Anjaw district.
In a letter to the Chief Managing Director of the private power developer, the Forum said that preliminary notification was issued for 572.26 hectare of community forest land, out of which, 164.41 ha of land falls within the Anjaw district.
The Anjaw DC had directed the project component – M/s Anthena Demwe Power Ltd to deposit the land compensation amounting to over Rs 15 crore in his account for further disbursement to the land owners at the earliest, the Forum claimed. “Apparently the project authorities have failed to deposit the required amount the DC’s account till date, whereas the land owners of Lohit district had received their share of land compensation during June 2012,” the Forum said.
Expressing resentment over the delay in payment of land compensation, the Forum request the authorities to do the needful at the earliest.

Lowangdong urges MLAs to lead from the front in fighting HIV/AIDS
NAHARLAGUN, Dec 01: Arunachal Pradesh Legislative Assembly Speaker and President
of Arunachal Pradesh Legislators’ forum on HIV/ AIDS, Wanglin Lowangdong, has appealed
the members of state legislative Assembly, Panchayat leaders, Government officers,
the media and the youth of the state to pledge to make Arunachal Pradesh an AIDS
free state by being an agents of awareness, empathy and behavioral change to fight
against HIV/AIDS and to take the concern of the people living with HIV to a greater
heights. He was addressing Members of Legislative Assembly, senior officers and students
of various colleges and universities of the state during the one Day advocacy meeting
of Arunachal Pradesh Legislators’ Forum on HIV/AIDS to mark the World AIDS Day-
On the endeavors and objectives of the forum he said, the forum is uniquely placed with its distinctive composition of concerned legislators who have resolved to act constructively to fight against AIDS epidemic in the state. Cutting across party lines, it is mandated to play a major role in advising and influencing the actions of the state executive and the legislature in response to one of the most serious health issues threatening the society. The legislators should lead from the front in checking the spread of the disease and encourage and support people with HIV/AIDS to live a fulfilling and long life, for which they need to be aware of the disease, its causes and means of transmission. The forum would also support any government policy or enactment of law to control the HIV/AIDS, he said.
Since there is no definite vaccine or medicine to cure HIV/AIDS patients, it can only be prevented by creating mass awareness on the disease in various modes of communications, there is need of having a political agenda through debates and questions in the house of the Assembly and through Ministerial meetings. There is also need to organize regular public or private meetings with Ministers of the state government and key civil functionaries to include awareness programmes of HIV/AIDS into the existing programmes of state government departments, the Speaker felt. The significance of observing the Day is to bring together people from around the world and to raise awareness about HIV/AIDS and demonstrate international solidarity in the face of the pandemic. It is an opportunity for public and private partners to spread awareness about the status of the disease and encourage progress in HIV/AIDS prevention, treatment and care in high prevalence countries and around the world.
We need to create an conducive environment for HIV infected persons so that they could disclose their disease and further help the Health agencies on creating awareness on the disease among the masses. HIV related stigma and discrimination severely hamper efforts to effectively fight HIV/AIDS epidemic. Fear of discrimination often prevents people from seeking treatment for AIDS or from admitting their HIV status publicly. People with or suspected of having HIV are turned away from health care services and employment, or refused entry to a foreign country. Cases of affected persons being ostracized by their nieghbours and from schools and community is also a fact. Denial goes hand in hand with discrimination, with many people continuing to deny that HIV exists in their communities. Today, HIV/AIDS threatens the welfare and wellbeing of people throughout the world.
To overcame the stigma and discrimination and to change the peoples’ attitude to AIDS and people with HIV/AIDS, education is needed for the common people and to those with HIV/AIDS so that they are able to challenge the discrimination, stigma and denial that they encounter. No Policy or law can alone combat HIV/AIDS related discrimination. It will continue to exist so long as societies as a whole have a poor understanding of HIV/AIDS and the pain and suffering caused by negative attitudes and discriminatory practices. The fear and prejudice that lie at the core of the HIV/AIDS related discrimination need to be tackled at the community and national levels. A more enabling environment needs to be created to increase the visibility of people with HIV/AIDS as a normal part of any society.
The presence of treatment can make this task easier, where there is the opportunity
to live a fulfilling and long life with HIV, to disclose their status, and to seek
care if necessary. The task is confront the fear-
Expressing grave concern over the spreading of the disease engulfing the state capital and spreading to other districts, he felt that there is immediate need to check the leakage of the disease into the state.
Appreciating the role of Arunachal Pradesh State AIDS control Society, in checking the spread of HIV/AIDS in the state, he said, we should not be complacent with the diminishing infection rate but should work harder to ensure that the state is free from the disease.
In his key note address, National AIDS Control Organisation, Regional Communication Officer, Phungreiso Varu pointed out that the adult HIV prevalence in Arunachal Pradesh has continued its steady decline as well from 0.18%in 2002 to 0.05% in 2006 yet in 2009 it has increased to 0.16% showing rising trends in adult HIV prevalence in last four years. He said, there is need for a policy framework that encourages involvement of local self governments to address and response to HIV/AIDS; be it related to stigma, discrimination or any other grievances of persons with affected by HIV.
Jt.Director, Arunachal Pradesh State AIDS Control Society, Dr. Riken Rina, through a PowerPoint presentation brought to fore the alarming data of 202 HIV/AIDS cases in the state with Papum Pare leading with 116 cases. Age wise, highest positive cases are recorded in the age group of 20 to 29 years with 113 positive cases while males with 137 are ahead of females with 65 positive cases (see table). So far the disease has claimed 15 lives in the state, he added.
He further informed that to effectively contain the disease, the APSACS has taken
various steps, including setting up of 27 integrated Counseling and Testing Centers
(ICTC), 8 Prevention of Transmission from Parent to Child Centre (PTPCC), 17 Sexually
Transmitted Infection Clinic (STIC), 5 Blood Banks, one Anti-

Axis Bank security guards flee away with Rs 17 lakh
ITANAGAR, Dec 01: Two employees of Security Intelligence Service (SIS) India Limited, an outsourced agency entrusted with the job of depositing cash at ATM of Axis Bank here, today fled with an amount of Rs 17 lakh while they were on their way to deposit the cash at the bank’s ATMs located at Naharlagun.
Tagru Tassang, the cash custodian and Tagru Takap the driver, fled in a motorcycle from Bank Tinali here at around 11.30 AM, Capital Superintendent of Police P Surinder Kumar informed in a release.
Tagru Tatup, elder brother of Tagru Takap and owner of the car, has been detained for interrogation. He also works as a security guard in the same bank. Another cash custodian Biswajit Bharali has also been arrested.
A case has been registered at Itanagar Police station and a manhunt launched to nab the miscreants.
It is the second incident of bank loot within a month after armed gunmen robbed an amount of Rs 4.5 lakh from the Ganga branch of Rural Bank on November 8.
Police, however, arrested the prime accused Lokam Tagio from Chimpu near here on November 25 and seized a pistol and three rounds of ammuntion from his possession.
During October last year, miscreants looted an amount of Rs 22 lakh from the Axis Bank ATM at Naharlagun when the security agency was depositing the cash.
Police arrested all the accused within six months and recovered the amount partially.

Youth urged to inculcate the spirit of tolerance
ITANAGAR, Dec 01: The Governor of Arunachal Pradesh General (Retd) J J Singh today inaugurated the 4th Talom Rukbo State Level Indigenous Youth Festival at Daporijo.
In his address, the Governor called upon the youth of Arunachal Pradesh build a society that they all would always be proud of. He advised them to build a new, strong, prosperous, disciplined and efficient India with the strength of the rich cultural heritage, ethical and spiritual values embedded in the traditions and unconquerable spirit and creativity in them.
The Governor said that the youth have a role to play in addressing social issues,
including eliminating evil social customs, contributing to India's economic development,
participating in its political life and living up to the high standards of India's
ideals and values. The Governor called upon the youth to protect the environment
and rooted to good age-
General Singh exhorted the youth to inculcate in themselves a sense of discipline, a spirit of tolerance, a quest for knowledge, a positive mind and respect for fellow human beings to meet the future with confidence and fulfilling the dream of modern India. He appealed them to aim high and approach life with sincerity and dedication. There is no short cut to hard work and success, he said. The Governor stated that the nation needs a variety of professionals and skilled workers for balanced and all round progress. Therefore, the onus is on the youth of our country to prepare themselves for the responsibilities that lie ahead and to look at the challenges facing the nation.
Appreciating the members of Indigenous Faith and Cultural Society of Arunachal Pradesh (IFCSAP) for organizing the festival he expressed his confidence that it will help in channelizing the energy and dynamism of Arunachalee youth and also go a long way in preserving our treasured indigenous cultural heritage. He added that such festivals provide opportunities and a platform for the youth to inculcate the indigenous values and ethos. It makes them aware of the traditional beliefs, faiths and practices and it is very natural that they develop mutual respect for each other.
The Governor appreciated IFCSAP for acting as the unifying force for sister organizations such as Donyo Polo Gangging, Meder Nello, Kargu Gamgi, Dani Piilo Society, Rangfra Faith Promotion Society, Buddhist Cultural Preservation Society, and other such indigenous societies of Tai Khamti, Tangsa, Mishmi. He commended its members for dedicatedly working to promote, preserve and patronize the indigenous faiths and culture of Arunachal Pradesh. Joining the participants, he paid rich tributes to Late Gyampak Gumja, Late Rutum Kamgo, Late Mokar Riba, Late Tage Dibo and Late Geter Ingo the former IFCSAP members.

CCPDA reiterates demand for adequate security
ITANAGAR, Dec 1: The Capital Complex Petroleum Depots Association (CCPDA) has reiterated its demand for deployment of adequate security personnel in all petrol pumps of Capital Complex till the total normalcy returns.
In a letter addressed to the Capital Complex deputy commissioner, the Association demanded four armed paramilitary personnel in each petrol pump and said that any law and problems be prevented and tackled promptly by the concerned authorities. While discussing the security scenario of all petrol pumps in the Capital Complex in its emergency meeting held at Naharlagun yesterday, the Association further said the administration should take responsibility for all kinds of loss if any incurred due to any law and order problem.
It further demanded Special security attention to 2 petrol pumps at Nirjuli and 1 at Lekhi village.
Referring to its earlier letter addressed to the Capital administration on Nov 22 the Association said two armed personnel were provided in some of the outlets against the previous request for 4 security personnel. Two petrol pumps at Nirjuli and one pump at Lekhi Village do not have any armed security protection, the Association claimed adding the three petrol pumps at Banderdewa too are devoid of any armed protection.

In his welcome and keynote address, Dr. J Ado, DPO, DAPCU exhorted all to make concerted effort to achieve Zero HIV new infections in the district. Speaking of the need to create awareness on HIV/AIDS among masses to prevent the disease from further spreading, he described the various modes of spread of the disease and its preventive measures. The DPO urged the participants not to panic over the rumor doing round that an HIV/AIDS infected person in the district is spreading HIV/AIDS virus, which is not true. The said person is not infected with HIV/AIDS, she clarified.

Seeking public supports, he said the infected patients also have the right to live with dignity and we must cooperate and help them, Lego added.

Poor deprived from housing schemes, inquiry demanded

RUKSIN, Nov 01: The rural people of Ruksin and Mebo blocks under East Siang district have pointed finger of suspicion towards utilization of government funds meant for various housing schemes. They alleged that a huge chunk of money out of the released fund has been misappropriated by the concerning officials with active connivance of the local MLAs.
Allegations have claimed that the rural poor and destitute are deprived from benefits of housing schemes under IAY and Rural Housing under Special Plan Assistance (SPA) and housing under MLA’s Local Area Development fund etc. A Lion’s share of the money meant for procurement of CGI sheets are being pocketed by the concerning Block Development Officer (BDOs) and rural engineers through fake bills.
Information has revealed that hundreds of housing schemes in Mebo block have been
allotted to some rich and wealthy people depriving the poor and needy ones. Moreover,
hundreds of such houses funded under MLA’s LAD fund for the fiscal year 2010-
